In dim-out blinds the punched holes have been placed in the back part of the slat close to their edge. Additionally, another type of the ladder cords with the smaller step is used.  When the blind is closed the slat punching is not visible (unlike it is in case of a standard horizontal blind), since the shifted punching of one slat is overlapped by the edge of another one.
